What the flood left behind
Wardell was hit hard, and a great deal of electrical work was done quickly afterwards because people needed to get back into their homes. Some of it was excellent and some was done under impossible time pressure. Where a switchboard or circuit was submerged and re-energised without testing, an insulation resistance test is a genuinely worthwhile check — submerged cable can pass a casual inspection and still be degraded inside the insulation.

What does an insulation resistance test actually tell you?
It measures whether the insulation around the conductors is still doing its job, by applying a test voltage and measuring leakage. It is how you distinguish cable that merely got wet from cable that is genuinely compromised — something no visual inspection can establish.
